托克维尔： 最好的法律, 如果没有道德规范，也不能实现宪政(?)。 而道德能够将最坏的法律化腐朽为神奇。 The best laws cannot make a constitution work in spite of morals; morals can turn the worst laws to advantage. --Alexis de Tocqueville(1805 – 1859) 关键词很关键。
